How often should I clean and change my return air filter?

Clean as often as required (monthly is recommended) but at the beginning and end of each season at a minimum.  Filters require changing when they start to disintegrate.  Just bring the old filter in to the shop and we'll either change it over for you (Cost $45) or supply the material ($20) for you to take it home and do it yourself.
